I recommend you invest (the extra $10) in a good caulk gun and get one of the Dripless brand composite guns. Cheaper guns that advertise themselves as dripless (lower case 'D') still keep flowing...

25/5/70 bleach/Palmolive with Oxy/water will clean just about anything. Scrub well and rinse with water. Allow to dry 24 hrs before applying new caulking and you should be all set.

Silicone stays soft and pliable forever. If it's crumbling, it's not silicone. It's probably el cheapo acrylic Dap ALEX 1 and can be removed with a razor knife or even better--a caulk removal tool...

silicone vs latex ..this is better for exterior /wet location applications. I would use the cheap stuff for the baseboards, latex cleans up easier too.
