It won't even pass carry-on size. European carry on standards can be more restrictive, check with the individual airlines.

I've found that for backpacks, as long as it doesn't look obnoxious, airlines don't give a crap. Also helps if you can actually carry it and not appear to fall backwards as you try to lift it above...
