Bass strings require a longer scale for proper intonation. Short necks are bad idea. Plenty of small women can play a 34" or 35" scale bass guitar.

To use headphones, you need a Headphone Guitar Amp. I have the Nady Axehead, and it works great. There are many other brands available, too. You can also practice without any amplifier just fine.
