Not really, its basically a square wave form so it adds extra stress on the motor. Although it will still probably run. The worse part is it will probably only run a 1/4 hp sump pump for 20 minutes

No, even a small 1/2hp sump pump will pull over 400w. Peak wattage for this unit is 480w and at 480w it would only last about 5 minutes.
