The Y740 has a performance mode which allows the 2070 Max-Q to pull 90 watts as opposed to the standard 80 watts, making it perform close to a 2080MQ

Don't get the 2070 Max Q, it is a small increase in performance over the 2060 for a steeper price. The user you quoted was mistakenly comparing the 2060 to a standard 2070 and not the Max-Q variant.

The 2070 in the Y740 is a Max-Q, while the 2060 is not Max-Q so it is an insignificant increase in performance over the 2060 like I said.

2070 max q is marginal better than 2060, while 2060 is 10-15% better than 1660ti, mobile vs mobile. I am not sure what your data is coming from
