A GTX 1050 would be fine for what you need. I have one 1050ti in my htpc paired with a G3258 and it runs everything, 4K H265 264 butter smooth.

No gaming, just video. Wasn’t sure if I needed the more powerful card for upscaling 480/720/1080 content or if I should just let my denon x1400h receiver or Sony x950g tv do the upscaling for me.

I've had the 1060 for almost 2 years and I still find it more than adequate for 1080p gaming. However, I don't think this is that much better than a 970.

Based on the processor, I'm assuming this is not going to be used for any type of gaming? Just videos? If yes, this is pretty overkill... I'm pretty sure even an 1050 could handle 4K video fine......

I've used this card, it is not that bad. While single fan is a bit louder than dual fan bigger heatsink design, it was not hot at all after 3DMark runs, something like 75-80C which is totally fine...
