Annual vehicle inspections care 0 about headlight alignment, only that they function (brake lights, too). As far as these blinding people if you put them in reflectors, sorry but HID's already...

Look up my bulbs size for these LEDs and it cost around $55 so that's about the price of HID too. Though I bought cheap ones in the pass which isn't great so I'll spend a little more for better HID....
