Make sure the bleach you are using is freshly bought. Most people don’t realize but household bleach has a fairly short shelf life and loses its potency after about 6-9 months.

No it does not remove nitrates directly. It removes excess organic waste from the water which would have normally turned into nitrate via bio filtration.

it eats organic materials (which is not plant food, but causes muddy water, algea and ammonia), but does not take nitrates (which is plant food). complete compatibility with planted tank. nothing...

Did it not "recharge" or return to close to original color? Not make a difference after recharged? Or what occured? I imagine most people likely miss the "buffering" step post bleach treatment....

My only concern with it would be that it may eat any organic materials as far as fertilizers. I know that it lowers nitrates which some ferts do contain. Might be counter productive to plant growth...
