Makes total sense. I was going to suggest pfsense. I run shinobi cctv on a vm. Depends on what you want to do. If you are spinning up a vms. It's free and pretty easy.

No, the hard drive is required if you want storage for video surveillance (see: https://unifi-protect.ui.com/). You won't need the hard drive otherwise.
