the swirls come back because most car washes are notoriously horrible for your clearcoat. you can buff out the swirls but as soon as you run through the wash they will just come back again.

After polishing them, tape off the headlight, clean with rubbing alcohol and put a gloss clear coat on. It'll last for years without re-hazing.

If the scuff marks are only into the clear and not too deep through the color then this could work. If the scuffs are all the way through the color coat it will need paint touchup work.

This will work to remove light scuffs, as long as they are not too deep. If the are through the color coat, then only touch up or repaint will work.
