A carbon monoxide alarm on the ceiling is useless. A smoke alarm near the floor is useless. Either way you've already suffocated before the alarm sounds. This is a combo that should never be.

Don’t think so. The devices seem to be triggered through Smoke/CO only and don’t have an event based trigger from other events like the one you mention above.

CO detectors can be installed anywhere, as long as they get air circulation. They can be near (or on) the ceiling, they can be close to the floor, it does not matter. CO mixes with the air.
