It is board. There's setting in bios which is default to on which runs CPU in some sort of "low power" mode. I don't have access to the computer in question, cannot tell exactly the setting name....

People who are having reset issues either need to revert back to a old bios that has agea 1.1.9 or increase the SoC voltage to 1.125v. AMD did weird stuff to the PBO and Infinity Fabric for 1.2.0....

I got mine and never had one issue with it yet. Everything worked perfectly. You probably just got a bad board or some other component compatibility issues.
