Expanding foam is your best bet. After the foam is done expanding/drying, shave down the foam that cleared the sides of the brick w/ a putty knife, then paint it / spackle and paint it.

Gravity makes it difficult. You can apply thin layers on polymer concrete, under a half inch at a time, and build it up. Helps if you drill a bunch of anchors into it for the concrete to latch onto....

You need to find out what type of mortar it is and replace it with that. If your house is prewar it's likely lime and sand. Modern houses use Portland cement based mortar. If you can scrap it off...
