Yes, that is right. Go to the spec section of those 200-300 MHz Monitors or laptops and check whether they are OLED or something else.

It's a 60 Hz Screen. 4K AMOLED screen over 60 Hz does not exist in Laptops.

I don’t see anywhere that lists what the screens refresh rate actually is. It output upto 8k 120 but the screen in the laptop isn’t
