This! Loose ram is usually a dead giveaway. Turning off means it has power and power good signal. Mobo is protecting itself for a reason.

Check for loose parts, ram, cpu, gpu etc. Check all the power cables, 24, 8 pin etc. You said you moved so it's possible something came loose and is shorting the system. Actually seen this a lot...
