There are literally dozens of retailers who sell third party carts, but you'll likely want to spend, at a minimum, $15-20 per cart. Anything lower might have quality problems.

Yes, but OOS. Technically, the third party toner carts have a chip (I think), but they're compatible with the updated Brother software.
