I have the fan, it isn't noisy at all. no mounting gear included at all, and it's a thicker fan so typical case fan screws will not work. it'll need those plastic/silicone standoffs or ziptie ftw.

I believe these fans are designed for radiators on all in one cooling systems. I wouldn't recommend them as regular PC fans as they're pretty loud and you would need to source machine screws and nuts...
