Just an update to my original post. It turned out to be a defective EVGA liquid cooler. I replaced it with a simple $25 cooler temporarily and temps have gone down to expected values. It all worked...

Glad this wasn't available when I built a month ago... I would have ended up spending more to get the 3060 Ti and end up stuck looking at that hideous case. Happy with my $329 2060... will upgrade...
