I wear Reebok 10.5 and the 10 on these fit well. But 9.5 would be great for the above $25 sandals.

Ill give it a shot for $25. I know with Chaco's I have had in the past they did require some break in / getting the straps right. I wont be doing any marathons in these so I think they will be fine.
