To answer my own question, The ones I ordered from eBay are identical to the one I bought from this deal. I have 3 units in 3 cars, and whichever I drive, they work the same with my 14 Pro Max.

You have to manually connect to the WiFi it puts out. Plug it up to something not your car AA or CP outlet and turn off the Bluetooth on your phone and it will put out a WiFi network you connect to....
