It's because the key is geo locked. I had to VPN to Germany to get steam to accept it.

They should have that info from the payment method. If that is the issue, they could disclaim that before the purchase and any returns for such reasons as living in the wrong country could be grounds...

it doesn't have anything to do with your "whereabouts". It could be anything from anywhere with a recent date on it. But it's ok. Your money, your choice.

With all of the personal info that the seller was asking for I canceled everything and left their site. You can pick the game up on CDKeys for a few dollars more and they do not get intrusive.
