It could probably work but will be a little more difficult and a little harder to throw the snare out as far. On a jetty or dock should be fine but I'd say it's too small for beach.

Can't speak on the rods but I had a Penn Pursuit II 6000 that I used to crab snare and fish Ocean Beach. IIRC I got a nice striper (legal) on it and caught a few crabs with it. I ended up selling it...

Yes, they wouldn't be very good at bass/trout fishing, but if you're going for catfish, it's a solid buy. Even the 8000 wouldn't be overkill if you have giant catfish.
