Long answer: Maybe..but the difference is too small to be noticeable by an average rider.
Very roughly speaking, 26" wheels are ~ 660mm in diameter, vs 700c wheels ~ 700mm....

Really depends on your weight. For flat terrain this is probably good up to 250lb. For hilly I wouldn't go over 180lb.
