It looks like just a usb power cable splitter. This thing is not smart so there is no data transfer, ie not syncing. The usb cable is just for power only.

Yes and No. Each kit is powered by its own 5V USB plug. If you have two kits, you will need to plug in two USB plugs. As long as you set the same color for both kits, they will show the same color...
