It is, at worst, 100% efficient at converting the power that passes thru it into heat (direct or indirectly) of some sort. Space heaters are not heat pumps.
You could also use 15 100 Watt bulbs...

5200btu has to be a 1500w heater, so 1.5kw per hour. You can look what that would cost on your electric bill.
