I’ve got the 6750xt version of this and it’s no louder than any other GPU I’ve owned. Also, you can make your own fan curves.

Nothing wrong with the fans, have the 6600 and all you do is use afterburner to set a specific fan curve. It's not super easy because you need to sample each pwm percentage to get the related rpms...

No. With a 300W PSU, you need something that doesn't use an auxiliary power connector. Maybe a 6500XT can come without it. The RX 6400 typically has no 6-pin or 8-pin.

I could be wrong but I thought the 6650 had more Cuda cores and memory speed, aside from a slight overclock.

6650xt is basically an overclocked 6600xt. It is a mid generation refresh, the hardware is the same. It performs better for additional wattage used.
