When I logged in this morning to Paypal, there were two notifications.
It looks like the problem was Paypal.
Probably some sort of fraud prevention.

I placed orders on livingsocial and Groupon with the same email and one was refunded. I assume that's because they are limiting one from either livingsocial or groupon

Ordered last night at 10pm, was still processing at 1am. I went to bed and it processed sometime after because it was available when i woke up at 6:30am. i'd guess 4-5 hrs.
