I do both. Submerge in water. Microwave for 5-6 minutes. Remove, put on plate and microwave for 90 seconds. They puff up into a crunchy long lasting treat that is easier on their teeth

You can put it in the microwave for 30 seconds to a minute. It will soften a bit. Also bring out the flavor. You can also boil it for a few minutes to soften.
