I tried loosening the two bolts and the brakes started moving. Regardless how much I moved it, it just keeps hitting the pad closer to the wheel. I'm out of ideas. Any suggestions?

There was a spacer/wedge between the brake pads I had to remove. You should be able to see a .25" space between the pads the router can go through
