September is usually pretty hot - average high is 81, plus Aug/Sept is typhoon season, so October is probably the better month.

I think it's mostly cost related... a quick search on Google Flights shows SFO > TYO (NRT/HND) being about $200-300 more per flight vs out of LAX, for same dates and no apparent reason.
