I’d highly recommend looking at the Thermalright line. I bought a 280mm dual fan model with RGB etc ($50) that reduced my cpu from 95 to 68C while mining (using the included thermal paste).

I use FanControl to control the pump on my black LS720 and backed it down to ~2700 rpm so it's silent yet keeps flow up. Also have the rad fans controlled so it runs silently unless under load.

Are you sure about that? Review on the pump says it goes down to 500 RPM but doesn't have the silent zero rpm mode like other higher end pumps ( has dc control right?).
