Doesn't appear to be UL listed but Splitvolts a good brand and one of the only EVSE manufactures to make a charger for 10-30 plug but not UL Listed..... Lectron makes a similar device that they call...

I guess in older homes? I can't remember seeing a house built in the last 10 years having a dryer outlet in the garage. They were popular 25 years ago.
