I think you're mistaken. Steam directly has never gone under 19.99. The lowest historical price was through Epic for $13 with their winter coupon.

Can confirm that cyberpunk works with Crossover. I've got a m2 mba and it runs ok on very low settings. Not the ideal way to play, but acceptable if it is your only option.
