You either got it automatically or check the store where you purchased for this DLC as it is supposed to be free for all owners of the main game.

Not to purchase new, he means. Almost all DLC ends up being free at some point. If you pay for a deluxe edition at launch, you're typically paying for early access, not exclusivity.

That’s because the deluxe edition doesn’t exist anymore. There’s now just a “Reloaded” and Ultimate edition. Reloaded includes this DLC now.
