Adobe Fresco is free for the basic but functional version. If you child outgrows the free features, consider buying into the paid version of Fresco to unlock more brushes etc. or moving to Procreate.

Neither have I. I suspect it could be due to 2.4GHz radio interference. I've seen Bluetooth (mice) get really laggy in 2.4GHz-dense Wifi environments but work fine in less-dense environments.
