Is the understanding correct that even though these devices have the necessary hardware they're not as good for games as gaming laptops? Or would running new games on high setting be possible here?

13700H is not that muh powerful than 13620H as the number of performance Cores are same on both. Having 4 less E Cores does not affect most of the applications people use these laptops for, like...
