That’s the same argument with anything from trading cards to gacha games. It’s an effort to make you spend more - if you want a specific figure, you’re best off buying one from a third party seller.

Check Walmart BM. They had these and the last marvel series for $1. I can’t imagine there being any left but crazier things have happened. I got lucky and got 36 marvel figures. It’s a GIANT YMMV

You can usually find individuals on Bricklink if you're just after one. eBay as well, but they tend to be priced higher than Bricklink sellers.
