I own my Dish VIP622 receiver older model dvr), I bought it in 2006. I still pay the dvr fee every month. There is NO WAY to avoid paying the dvr fee from Dish IF you want a dvr. Not even if you own...

no issue with buying a box elsewhere - I bought DVR's in the past from 3rd parties in order to avoid contracts. You can even activate online. as for a standalone DVR like Win7 - the issue there...

I had a friend that bought a receiver (without a DVR) for another room and didn't have any problems getting it activated, I don't really see why they wouldn't allow it with a DVR.
