I have a Bose Noise Cancelling headphone and it blocks out most things. I recommend not buying a battery powered one because you'll run through batteries very fast.

I know some of the better In Ear Monitors can block up to 20-25db with a good fit. They are not active, but the flip side of that is, no battery, smaller, lighter, etc. Might be worth considering.
