The dell 350watt psu will do with a 5770. but be cautious if you put a more power intensive cards like the 5850+. The newer 7850 should work fine too since these have better power management.

A lot of factors play in. A good chunk of them are most likely misinformed on the amount of power their systems actually need, and/or they run 2 or more power hungry cards.

I really want to understand why some people at overclock love to buy 750W PSU? If you do 5770 crossfire = 216W + 150W rest of the system = 366W. Why do they need a 750W PSU?

Those PSU's are underrated. I happen to have exactly that, a Dell XPS with an i7 and a 5770 GPU and 2 SSD's and one spinner, DVD, sound card, wifi, USB3 card, all on that original 350 watt rated PSU.
