Your best bet is to use optical character recognition software to copy and paste the text into a new file of any format you want.

Levels alone won't work, especially if its in grayscale as I am guessing since everything will be in the gray (Black) channel.

I agree on the rescan. Many scanners have the ability to drop out colored papers. I am guessing you actually scanned it in grayscale thats why your seeing gray in the background. If it was scanned...

you could try changing to jpg then use a color tool to change the background to white, or rescan

So I have a pdf file of scanned pages and the scanned pages have a dark tint to them because they were scanned from colored paper in black and white.
Is there anyway to lighten up the background...
