Correct, hardware acceleration is the key. Atom on an Intel board won't work for half the stuff that Atom on an nVidia ION board will. Hulu, Youtube, and such work just fine with Atom on an Ion...

Depends on what you do with the HTPC. If all you do is watch and record 2 TV streams, Atom is more than enough. If you use extenders, or re-encode, then it is not.
