I dropped bluevox a while ago and am using localphone.com as someone mentioned in the wiki they work very well and have some very reasonable tiered plans but you have to add it monthly for each...

I believe it used to be possible using their Ooma HD app for Android but the app has been pulled from the Play Store. I think iPhone app is still available though.
