Yeah 100 ISO is probably too low. Most consumer grade DSLRs 'native' ISO is 200, 100 ISO would cause your exposures to be twice as long as necessary. But still, you might have your aperture clamped...

The lens is not the problem. Any shutter speed is "normal" depending on shooting conditions and the metering mode. Learn how to use the equipment and I'm sure you will be fine.
