Finally received mine today. Came charged with 95%. Looks relatively "new". Getting very good reception 11MB UL / 9MB DL. Too bad I can't activate this on R+ to use my 5GB data quota.

Yes, I would think so. I don't see other carrier using LTE band 25/26/41 except Sprint. If you are using it for GPS app/messaging app/email/web browsing, HSPA+ should be ok. Don't expect to use it...

Theoretically, yes if the carrier uses the frequency supported by Netgear Zing. But LTE band is limited to Sprint Spark 25/26/41 only. So you won't get LTE for other providers.
