In my experience, firstly you have to pay $70 out of the pocket and then you have to spend the points right away and mostly for items you don't really need at full price

I called Kmart customer service and spoke with a SYW supervisor about why the $10 in points for every $20 spent wasn't showing up in my cart. She pulled up some items and verified 4-Special Offers...

Yes it did.
Seems the items have to be regular priced for promo (1) to apply. I put the things I bought in cart and took it to Review Order page and promos applied.

I managed to get $52 worth of belts, shirts, and a pair of swim trunks with $50 back (along with the $2 flip flops). I didn't have any good points back coupons but a $5 off coupon did work. Nice...
