Yes, there's this silver joint that connects the handlebar and the bike body. Loose the screws on the front and the sides then you'll be able to adjust its angle to lower.

If you're commuting on paved streets, look for a hybrid without front shocks. You'll get more bang for your buck and it'll be noticeably lighter and easier to maintain.

honestly, I don't think I'd want a light weight bike that is made by Pacific cycles(they make Schwinn). I've seen to many Pacific cycles bikes with broken welds. I can't imagine a weld on a thinner...
