Yes outlet computers are refurbished. Most are in pretty good shape. It's pretty easy to upgrade the gfx later in most computers. Worst case, you might have to upgrade the power supply too.

The easiest way to get a better deal would be from Dell Outlet when there's a coupon and upgrading the graphics card yourself if needed.
