I think WiFi repeater will work. 1 repeater will count as 1 device. Connect 10 phones to 1 repeater. Repeat the steps to others 3 repeaters.

This is a guess Your Comcast account lets you create multiple profiles (i.e. for family members) so I would think it gives you at least that number of concurrent connections.

There must be a firmware crippling limit to how many public wifi devices can associate to one router - IIRC, 255 is the limit with one reserved for the router itself - unrealistic for a low grade...

That is correct, subscribed tier of service will allow for use of that 'infrastructure'. Worth mentioning that if level of service does not allow access, people will (unknowingly) host that service...

There is no XFINITY public WIFI. You need to have a Comcast Internet service to use their WiFi hotspot.
