If it is delayed, and turns into a ship to store fulfillment, then you won't get the auto-adjustment. It's been that way for years.

Almost instantly. But they would never refund tax of the difference. It's a PITA. I just avoided doing it whenever I could. Sometimes, it's not worth it to call in for a buck or two about the tax....
